State and Local Formula Youth Programs

The Workforce Investment Act (WIA) authorizes funds to state and local communities to support workforce training and related activities for youth who are 14-21; low income; basic skills deficient, a school dropout, homeless, a parent or parenting, offender, or individuals including disabled youth that require additional assistance to complete educational program or hold employment. Local workforce investment boards (WIBs) must provide the following services to eligible youth: tutoring, study skills training, dropout prevention strategies, alternative secondary school services, summer employment opportunities, paid and unpaid work experiences, and occupational skill training.

Understanding the New Federal Youth Program Requirements

Title I of the Workforce Investment Act (WIA) covers the key features and requirements for youth activities authorized by WIA. The following slide presentation highlights key federal youth program requirements under WIA. Topics covered include: rules and policies on youth councils, participant eligibility, program design, competitive procurement for youth activities, transitioning from summer to year-round programs, youth service in One-Stops, and the 10 elements expected in all Title I youth programs.
