A group of 30 members serves as the decision-making body for the Permian Basin Workforce Board. The Board provides direction for all workforce programs and activities. State law requires local workforce development boards have at least 51% of their members from the private sector. In addition the Board must have at least 15% of its members come from organized labor and community-based organizations. The remaining members come from adult basic and continuing education, vocational rehabilitation agencies, public assistance agencies, educational agencies, economic development, literacy councils, and public employment agencies. The Board must also have a member who has expertise in child care or early childhood development and a member who is a veteran.
The Board is the administrative entity for all workforce programs funded through the Texas Workforce Commission in the Permian Basin. As the administrative entity, the Board has full responsibility for the oversight, planning and evaluation of workforce and child care programs.
The Board is also the grant recipient and fiscal agent for all funds it administers.
Funding for the various Texas Workforce Commission programs comes directly to the Board. In turn, the Board allocates the funds to its contractors for the delivery of services. Serving as the grant recipient and fiscal agent, the Board is not only responsible for the receipt of all funds, but also for their financial oversight.

To ensure that all citizens of the Permian Basin have the tools to manager their own job lives successfully and that Permian Basin employers have the skilled employees they need.
Board Meetings
Board meetings are open to the public and are generally held on the second Wednesday of the month. The Permian Basin Workforce Development Board encourages public comment.

Executive Committee
The mission of the Executive Committee is to provide guidanceand direction in the areas of planning, oversight, and evaluation to the Board’s committees and Board staff.

- Serve as the Board’s oversight committee for monitoring activities

Skills Committee
The mission of the
Skills Committee is to provide
training opportunities for workers in literacy, basic education and
workplace skills necessary for self-sufficient employment;
occupational skills training for employment and advancement in
targeted occupations; and to maintain a flow of current labor market
and workforce information available to employers, workers and youth
in the workforce network.
Committee Responsibilities:
- Review, comment, and make policy recommendations to the Board regarding target and demand occupations
- Review labor market information and provide LMI updates to the Board
- Review and recommend training opportunities including classroom and on-the-job training
- Review and recommend activities for the Business Service Unit (BSU)

Youth Committee
The mission of the Youth Committee is to review and analyze all programs and activities concerning youth of the Permian Basin Workforce Network to ensure the delivery system supports the career goals and employment needs of all the Network customers and to promote an educated and skilled workforce.

- Review, comment, and make policy recommendations to the Board
- Review performance measures
- Review Board contractor services, including adult services to the 19-21year old youth population, and other services and support activities targeted at youth
